As a post-script to the row about pensions, and further heightening tensions with Congress, President Martín Vizcarra, on 4 September, refused an ‘invitation’ to go before Congress to answer questions relating to the case of Richard Swing. ‘Swing’, aka Ricardo Cisneros, is a media personality who allegedly benefited from generous contracts from the Ministry of Culture to motivate ministry employees. He had also been employed by the Kuczynski election team in 2016 for which Vizcarra was campaign manager. Vizcarra says that he is under no constitutional obligation to attend the oversight commission (comisión de fiscalización) which is requesting his presence. He denies any knowledge of the contracts offered to Swing.
