As a footnote to the jailing of Susan Villlarán, it is worth noting that on 16 May the Fujimoristas and Apristas on the congressional constitutional committee voted against the reform suggested by Tuesta on parliamentary immunity. Tuesta had recommended that decisions revoking congressional immunity be put in the hands of the Supreme Court, ending the system by which such cases are decided by Congress itself.

The commission is headed by Rosa Bartra, one of the main voices of Fujimorismo in the legislature.

The vote (15 to five) is indicative of the way in which Congress is likely to respond to Tuesta’s reform package, now that the brief improvement in relations between Congress and the executive branch seems to be over.
