News last week that the mayor of the La Victoria district of Lima, Elías Cuba, was the head of an organised criminal band came as no surprise to those who had seen the way he and his friends had used the municipality to enrich themselves. But the level of corruption of the group that called itself the ‘los intocables ediles’ or the ‘municipal untouchables’ is striking.

Twenty-two members of the group have now been jailed, accused of extortion and stealing payments due to the municipality. Members of the group include the mayor, his son, council members and even the policeman in charge of security matters.

Cuba is the fourth mayor from Solidaridad Nacional, the party of Lima Mayor Luis Castañeda Lossio to be jailed for criminal activity.
