While the public prosecutor’s office struggles with problems of macro-corruption, other forms of corruption (which could be termed ‘micro-corruption’) are an everyday occurrence in the pursuit of resources to realise small-scale public sector investment at the local level. The problems facing local mayors in finding funds to pay for, say, schools or clinics, is such that they find themselves dependent on informal intermediaries and brokers. This is the subject of an interesting article by Karen López Tello for Ideéle Reporteros. Tracing the sort of nepotism and clientelism that emerges is, of course, not without its problems, and Tello argues that the government’s transparency portal does not help much here.
