Mariano Cucho, the head of ONPE (the entity in charge of the organisation of elections) has warned that the new Congress will need to debate and approve reforms to the party system in the next two weeks if these are going to apply to the forthcoming presidential and legislative elections. The amendments to the 2003 Law on Political Parties refer to the method of choosing candidates and funding political parties. The reform would involve state authorities (ONPE, JNE and RENIEC) in the process whereby parties elect candidates to prevent these simply being handpicked by existing party leaderships. The elections would have to be held by October to ensure compliance with the 2015-16 electoral calendar. It would also facilitate state funding of election expenses for political parties in return for new standards of transparency in party funding.
