Martha Chávez, congresswoman for Fuerza Popular (FP) and one of the most resolute and outspoken defenders of Alberto Fujimori and his regime, has attacked the Inter-American Commission on Human Rights and its new commissioner Francisco Eguiguren, the former Peruvian minister of justice. Eguiguren had been quoted as saying that he doubted whether Peru would win the case, currently before the Inter-American Court on Human Rights, on whether members of the MRTA were killed in cold blood during the military operation to end the siege at the Japanese ambassador’s residence in 1997. “These people, like Eguiguren, with their relations to NGOs, defend not the state but those who attacked the state with Marxist fanaticism” she said on Canal N, and “the government of Humala is responsible and has helped people like Eguiguren get there”. For his part, Eguiguren responded that his appointment this month as commissioner was by the 26 member states of the OAS who voted for him, and that he did not represent the Peruvian government at the IACHR in any way.

For their part, APRODEH (Asociación Pro-Derechos Humanos) and CEJIL (Center for Justice and International Law), which have brought the case of the MRTA killings before the IACHR, reject accusations that they have led a campaign to besmirch the reputation of the Chavín de Huanta commando unit that staged the assault on the Japanese ambassador’s residence that brought an end to the lengthy stand-off caused by the MRTA hostage-taking. In a statement issued on June 23, they say:

“APRODEH and CEJIL, both petitioners in the case before the Inter-American Court, reiterate their rejection and condemnation of the Túpac Amaru Revolutionary Movement (MRTA)-led takeover of the Japanese ambassador’s residence that occurred between December 17, 1996 and April 22, 1997. As a result of this international crime, hundreds of guests at the birthday celebration of the Japanese Emperor Akihito were taken hostage. However, the resulting execution of three members of the MRTA who had surrendered and were found under the control of military agents does not constitute as an appropriate means to sanction this crime.” For the full text see:
