Corruption scandal continues to impact government
16 October 2016
However much the president and his prime minister have attempted to distance themselves from the disgraced Carlos Moreno (see last week’s PSG newsletter), the repercussions keep coming. There has been continued scrutiny as to how and why Moreno was allowed such access to the president when there were already many murmurings about how he conducted his business. Just how the audiotape was made of Moreno discussing his intention to profit from the heath system has also been a matter conjecture.
The case has certainly tarnished President Pedro Pablo Kuczynski’s image as someone seeking to do battle with corruption. http://elcomercio.pe/politica/gobierno/negociazo-carlos-moreno-sacude-al-gobierno-ppk-noticia-1937736
Much of what has been written over the last week is less about Moreno, who is being investigated and will most probably end up in jail, but about the systems of corruption that work within the Peruvian state. Questions have emerged over other advisers in high positions in the government or those otherwise close to decision making. During the election campaign, many accused Kuczynski of being surrounded by lobbyists with their own interests at heart, not those of the people.
This first scandal has provided the opposition parties with plenty of ammunition, with the fujimoristas in Fuerza Popular (FP), themselves much criticised for their links to organised corruption, taking up the Moreno case with gusto.
Furthermore, a fresh scandal broke at the end of last week with the accusation that two campaign managers in Peruanos Por el Kambio (PPK) had charged those who wanted to run for Congress for Kuczynski’s party 100,000 dollars for a place on its congressional list. Presidential advisors José Labán Ghiorzo and Jorge Villacorta Carranza deny the allegations but have nevertheless resigned, supposedly to protect the president from further criticism. http://elcomercio.pe/politica/gobierno/ppk-renunciaron-sus-asesores-jose-laban-y-jorge-villacorta-noticia-1939180?ref=nota_politica&ft=mod_interesa&e=titulo
