This week will see publication of the recommendations of a special commission of political scientists and electoral experts to introduce reforms to the country’s political institutions and its electoral rules. The commission is chaired by Fernando Tuesta, the former head of the agency responsible for administering elections (ONPE). The commission was appointed last December to come up with suggestions on how to overhaul the country’s battered political system. Tuesta was one of the authors of the reforms that took place in 2003 which signally failed to fortify Peru’s democratic institutions in the wake of the Fujimori years.

We will return to this issue once the commission’s full recommendations are made known.
