On 22 June, the executive enacted the Disappearances Law (Ley de Búsqueda de Personas Desaparecidas de 1980 al 2000), approved by Congress on 26 May. The Law recognises the rights of the families of those who ‘disappeared’ during the internal armed conflict and enables them to initiate a search for their relatives without having to file a formal judicial writ.

According to the Coordinadora Nacional, all families will have the right to “know the truth about the circumstances of the disappearance, the current state of persons disappeared, including where he/she is, and if the person is found dead to recover the body and find out the circumstances of his/her death”.

Other key features of the law include providing psychosocial assistance to families and both material and logistical support in identifying remains. Those remains will be given to the families for the dead to be buried with dignity. All the various existing lists of victims are to be brought together to create a single national register. This will be administered by the Ministry of Justice and Human Rights.
